PANEL: CAPTURING CARBON CREDITS FROM OFFSHORE CARBON SEQUESTRATION

Carbon capture and storage (CCS) is increasingly being promoted for its potential to reduce greenhouse gas emissions in connection with the production, management, and use of petroleum and coal.As a result, a number of governmental responses have been initiated both to incentivize the development of CCS technology and to regulate the environmental risks associated with full-scale operations. CCS—through enhanced oil recovery for both continental and offshore installations—is being encouraged through international, federal, and state tax credits, as well as other incentives. In the context of a regulatory cap and trade regime, technologies and protocols must be developed to monitor and verify that carbon dioxide is being captured in a manner that it can be quantified, verified, and registered for the purpose of generating potential emissions offset credits.

This panel will explore the technologies designed for carbon dioxide injection into deep substrates or offshore storage and for assurance that leakage does not occur through design and monitoring. Panelists will describe their experience with CCS projects. The panel will also address the applicable regulatory and legal requirements and the market for carbon trading throughout the United States and the world.
