International oil companies (IOCs) are finding it difficult to gain access to resources. The citizens and national governments of several resource rich countries have become frustrated by their failure to translate oil revenues into lasting economic benefits for their nations. Increasingly, contracts awarding access to resources include provisions requiring a growing level of local content in capital and operating expenditures, as well as programs to build local capabilities.
