PANEL: COLLABORATION AMONG OPERATORS AND CONTRACTORS IN DEEPWATER AND ULTRADEEPWATER FIELDS

This session will cover how Operators and Contractors are collaborating and partnering on financial and technical aspects to develop deepwater and ultra-deepwater fields. The underlying objective of the collaboration is that the risk is shared among Operators and Contractors, while Operators and Contractors concentrate on their core business.

Issues discussed will be:

•  Inherent risks and uncertainties in the field development process.

•  Ownership of Deepwater Hub Platforms and Pipeline Infrastructure.

•  Leasing and Operating vs. Ownership of FPSO.

•  Subsea tiebacks and Supply Chain Management.

•  Ownership and implementation of Technology.

While collaboration is well sought after, the circumstances may raise conflicting situations. For example, an Operator may buy resources to secure equipment supply chain for his deepwater projects, thereby locking up its capital and at the same time underscoring work scope of a Contractor. On the other hand, an aggressive risk taking Contractor may transcend into Operator's role by owning field reserves, thereby getting distracted from its core services and at the same time may be perceived as competing with an Operator. These overlapping roles beg a question on what is the most effective Operator's involvement in field development. Vice versa, when does a Contractor's role interferes with Operator's business model? The panel will discuss collaborative approaches, in line with Operators and Contractors roles and eventually rewards, in the offshore industry.
